For effective running and functioning of local Assemblies in local governance, the existence of Presiding Member to spearhead affairs of the Assembly, be it, Metropolitan, Municipal or District cannot be over emphasized.
However, this cannot be said of three Assemblies in the Upper West Region – Wa Municipal; Wa East; and Sissala East – since the beginning of this year.
As a result, the Upper West Youth Parliament has petitioned the Regional Coordinating Council to as a matter of urgency rectify the situation for optimum running of those Assemblies.
Headlined, “Petition to facilitate the election of Presiding Members for Wa Municipal, Sissala East Municipal, and Wa West District Assemblies, Speaker of the Youth Parliament, Mr. James Anabiga, reading the petition said:
“The Upper West Regional Youth Parliament in collaboration with Save Ghana, write to bring to your attention a critical matter of governance that has affected the effective and optimum functioning of three Assemblies in our region, namely: Wa Municipal, Sissala East Municipal, and Wa West District. Since the beginning of this year, when the newly elected Assembly Members were sworn in, these Assemblies have been unable to elect Presiding Members as mandated by the Local Governance Act, 2016 (Act 936).
“The Act provides under Section 17(1-3), in substance, that the Assembly shall have a Presiding Member elected by at least a two-thirds majority of all the members of the Assembly and this person must not be
the District Chief Executive. It further states that “the Presiding Member shall convene and preside meetings of the Assembly and perform other functions as may be prescribed by law and the Standing Orders of the District Assembly.”
He bemoaned the failure of the Assemblies to get their Presiding Members elected for over six (6) months now which he said has created a vacuum and could likely lead to ramifications for their effective running.
“Hon Regional Minister, it is, therefore, disingenuous to note that for a period more than six months now, the above-named Assemblies have not been able to elect their Presiding Members, thereby creating a vacuum in terms of leadership and governance. This has very grave ramifications on the effective functioning of the Assemblies,” he added.
Pointing to some of the possible ramifications that could befall an Assembly for not having a Presiding Member to steer its affairs, he noted that:
“Without duly elected Presiding Members, there is no authority to convene meetings or ratify decisions, let alone to ensure that local governance is carried out in conformity with the provisions of the Act. This inability to elect Presiding Members negatively affects decision-making, retards development projects, and defeats the core purpose for which local governance has been established which is, to bring government closer to the people and ensure accountability and transparency in the administration of local affairs.

The Peasant Farmers Association of Ghana (PFAG) has issued a stark warning of an impending generational food and nutrition crisis if drastic measures are not taken to combat illegal mining, commonly known as ‘galamsey’.
In a statement on Tuesday, September 10, the Association urged the government to impose a ban on illegal mining to protect the environment, farmers’ livelihoods, and food security.
According to PFAG, over 1.2 million hectares of farmland have been lost to illegal mining activities, while water bodies and irrigation facilities have been polluted, making sustainable production challenging.
The cocoa sector and food crop production have been severely impacted, with farmers facing difficulties in accessing usable water and fertile soil.
PFAG emphasised that the consequences of inaction would be catastrophic, leading to a generational food crisis.
The Association joined calls for an immediate ban on illegal mining activities and urged farmers to support efforts to bring an end to the menace
